Anti-Discrimination Policy

Bataan General Hospital and Medical Center is an “equal opportunity employer.” It guarantees equal access and opportunities for public service. It does not allow or condone anti-discrimination act or practices to exist in the institution. It takes preventive measures and affirmative action to ensure equal access and opportunities to work and terms and conditions of work and to avoid discriminatory acts in the workplace. The employer adheres to the following Constitutional provisions: (1) Article 3 of the Labor Code of the Philippines which states that: Art. 3. The State shall afford protection to labor, promote full employment, ensure equal work opportunities regardless of sex, race or creed and regulate the relations between workers and employers; (2) SECTION 26, Article II of the 1987 Philippine Constitution which provides that: The State shall guarantee equal access to opportunities for public servicexxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx, and (3) SECTION 3, Article III of the 1987 Constitution states thatThe State shall afford full protection to labor, local and overseas, organized and unorganized, and promote full employment and equality of employment opportunities for all.

Bataan General Hospital and Medical Center condemns all forms of discrimination against women and other disadvantaged groups in the government service and agrees to resolve by all appropriate means and without delay, a policy of eliminating discrimination against them.

It also promotes gender equality at all levels of positions in the civil service and ensures equal employment and development opportunities for the government’s human resource.

Bataan General Hospital and Medical Center is committed to the basic merit and fitness principles of recruitment, selection and promotion, awards, examinations, training and human resources development opportunities, and all other personnel actions, terms and conditions of employment.

Anti- Harassment Policy

Bataan General Hospital and Medical Center ensures healthy and happy working environment. It adheres to the provisions of (1) Article 3 of the Labor Code of the Philippines which states that “The State shall assure xxxxxxxxxxxxxxxxxxxxx just and humane conditions of work. Section 11, Article II of the 1987 Philippine Constitution which provides that the State values the dignity of every human person and guarantees full respect for human rights. Anti-Sexual Harassment Tarpaulin was posted in the hospital premises and a lecture on the same was annually conducted under the project of Gender and Development Committee. The employer safeguards and enforces every human and individual rights and it is committed in providing a work environment free from harassment. It ensures that incident of harassment in any form will be addressed and given appropriate measures or actions. A Committee on Decorum and Investigation was created to receive and investigate sexual harassment complaints.

Equal Protection of Laws Policy

Bataan General Hospital and Medical Center adheres to the vital right of equal protection of law as enshrined in Section 1, Article III of the 1987 Philippine Constitution which states that “No person shall be deprived of xxxxxxxxxxxxxxxxxxxx, nor shall any person be denied the equal protection of laws. It ensures that the applicable laws, rules, regulations and policies are equally applied in dealing with the employees, patients, clients, customers and other individuals, subject to exceptions provided by laws. It gives due services and benefits entitled to enjoy the same. It does not allow a person to be deprived of the right in which he/she is entitled. The Philhealth “No Billing Balance” Policy is fully implemented for the benefit of the indigents.

Due Process Policy

Bataan General Hospital and Medical Center really indeed observes Due Process in addressing issues and cases in accordance with Section 1, Article III of the 1987 Philippine Constitution which states that “No person shall be deprived of life, liberty, or property without due process of lawxxxxxxxxxxxxxxxxxxxxxxxx.” It gives every person subject of the complaint the opportunity to be heard and give their side of the story. It is observed by giving the officer concerned a reasonable period of time to submit a response or answer to the complaint.

With the aim of becoming a full-pledge training hospital, the Bataan General Hospital Research and Development Unit spearheaded the Basic Research Ethics Training in partnership with Philippine Health Research Ethics Board (PHREB) on February 21-22, 2018 at the Conference Hall, Building 1, Bataan General Hospital. The training aimed to provide the research and development committee and researchers the knowledge on how to conduct ethical research.

The resource speakers were Dr. Ricardo M. Manalastas, Jr., Chair of PHREB Committee on Information Dissemination, Training and Advocacy (PHREB-CIDTA), and Dr. Doris R. Benavides, Lecturer in Ethics Training through PHREB-CIDTA. They emphasized the role of Research Ethics Committee (REC) in ensuring the welfare, safety, and protection of the research participants from any possible scientific advancements of a research protocol. They also discussed various international, national, and institutional controls that guide researchers on doing ethical research.

The two-day activity is in preparation for the formation and accreditation of the Research Ethics Committee of BGH which will be responsible in reviewing the ethical soundness of the research projects to be conducted by the employees of the hospital. This endeavor is part of the Professional Education, Training and Research Unit (PETRU) workshop series which aims to increase the institution’s research productivity.

The Bataan General Hospital through the Professional Education, Training and Research Unit (PETRU) has successfully met all the requirements to be an accredited Continuing Professional Development (CPD) provider for nurses with accreditation no. 2018-225 by the Professional Regulation Commission (PRC) - Board of Nursing (BON) through its CPD Council. Such accreditation is important as part of compliance to the Republic Act 10912 otherwise known as the “CPD Act of 2016” which requires all registered professionals in the country to earn necessary number of CPD units within a period of three (3) years before they renew their respective licenses that is 45 units in the case of professional nurses.

The first in-service training program offered by BGH for nurses with approved CPD units (4 CPD units) was on the topic “Health Research Methodologies and Proposal Writing” conducted last September 27, 2017. The in-service training programs are offered by BGH at no cost to its nurses in order to enhance and upgrade their clinical competencies and to address the needs of the hospital for efficient, effective and responsive delivery of health care services.

Aside from the benefits of having in-service training programs, BGH nurses have also an opportunity to be sent to external training programs conducted in other parts of the country such as the Nurse Certification Program (NCP) which is a Department of Health (DOH) initiated and supervised system of developing and certifying nurses based on a set of standard competencies in specific specialty areas. At present, there are some BGH nurses who are already DOH-NCP certified on Pediatric Nursing while other nurses are expected to be certified on the fields of Maternal and Child Nursing as well as Geriatric Nursing this year.

Furthermore, BGH acquired various nursing and health-related books and references which are now available at the hospital library that will help the nurses especially those who are pursuing their advanced nursing education in order to continually improve their knowledge, skills and attitude in the delivery of quality nursing care to their patients.  

Below is the list of in-service seminars and trainings conducted by BGH for the Nursing Service division for the months of January to May 2018 which can be applied for PRC license renewal under the Self-Directed Learning track.
